STRATEGIC
ANALYSIS AND MEDIUM TERM STRATEGIC PLAN
In October-November
1999 the Ministry of Health, in collaboration with
external development partners (EDP), conducted a
strategic analysis of the health sector with a view
to developing an effective planning approach. The
aim of the strategic analysis was to initiate a
process for analytical decision-making in planning.
During the analysis it became apparent that despite
policy commitment, equity in access to healthcare
remained elusive. Of further concern was that compared
with investments achievements were lower than expected.
The following issues were identified: weak management
of public sector health facilities and institutions;
inadequate compliance with existing guidelines and
quality of care protocols; lack of clear roles and
responsibilities for health authorities (central
and district level) regarding decentralisation;
the absence of an effective system to ensure quality
and fair pricing of private sector services; and
the lack of policies for human resource development
and management.
The outcome of the
strategic analysis was the Medium Term Strategic
Plan (MTSP), which was formulated to provide operational
support for the SLTHP. More specifically, the MTSP
provides a strategic framework for developing the
Tenth Five Year Health Plan (2002-2007).
